This was done for Roadkill's This-Week Jam, a weekly exercise where participating artists draw a character chosen at random at the beginning of the week, from a pool of previously submitted ideas from the members as a group.

Emerald Empress, huh. Do a Google search on this character and you'll get a taste for how DRUG-fueled this was by some surprisingly inventive souls over at DC about 4 decades ago. I was surprised. I  originally assumed it would be some LSD Dr. Strange action. Anyway, she's got the Emerald Eye , which I guess floats around and gives her powers and allows for manic villany to occur. I made it huge and puffy and kind of viscous. Ewwww.
